Background

"Ensuring Lifelong Learning Skills for All" was the theme for the first International Conference sponsored by ASEM Education and Research Hub for Lifelong Learning (ASEM LL Hub), held at its inaugural meeting in Copenhagen, 2005. This conference recognized the importance of developing lifelong learning skills for the wider population, in order to create national strategies and local solutions responding to individual, organizational, workplace and national needs in Asia and Europe. To further explore this theme, the "Asia-Europe Policy and Strategy Dialogue" in Shanghai, October 2007, also organized in cooperation with the ASEM LL Hub, brought together policy makers and researchers to discuss major issues and trends in lifelong learning to promote polices and practice in the two regions. In December 2007 the National University of Malaysia and the ASEM LL Hub, organized an international conference on Partnerships and Pedagogies in Lifelong Learning with a special focus on workplace learning.

One of the remaining issues for the on-going discussion is how to provide sufficient support, including legal, legislative, financial and organizational support, for lifelong learning in Asia and Europe. To advance knowledge on this front, "Exploring Frameworks for Supporting Lifelong Learning" is chosen as the main theme for the upcoming Asia-Europe Conference on Lifelong Learning in Beijing, November 2008, organized by Graduate School of Education, Peking University in cooperation with the ASEM LL Hub. This timely topic is an extension of the current debate on how to implement lifelong learning initiatives in various national and regional contexts.
