Three-dimensional Europeanization and its impact on education reforms in the EU member states – the Polish experience

This seminar will bring together political science perspective and education policy research to discuss and explain policy-making in the European Union.

It will focus on the three-dimensional process of Europeanization.

Therefore, in examining the institutional arrangements, rules and procedures of policy-making, this seminar will discuss how national preferences are “exported” into the EU’s decision-making processes, and at the same time how the construction and “exporting” of these preferences has been constrained or facilitated by the EU.

The horizontal process will also be explained as there is a growing interest in examining the effects of the exchange of ideas and policies between member state actors created by the context provided by the EU.

The conceptual discussion will be followed by the examples of policy change in Poland, with particular attention to its education reforms resulting in considerable increase in school retention rate to 95% and significant improvement in PISA results.
The seminar will also discuss the vocational education reform implemented in Poland in September 2012 and its likely impact on meeting the EU’s objectives and addressing youth unemployment.
