The past two decades have witnessed rapid rise of higher education in Asia. Not only have participation rates grown at unprecedented level, graduate education has also increased, as shown in a recent UNESCO report, Expanding Out and Expanding Up (2013).

In this talk Fazal Rizvi will examine the ways in which the rise of Asian higher education is interpreted in western countries. As an illustrative case, Fazal Rizvi will discuss how Australian government and universities are developing policies to respond to this rise, articulated in terms that express a sense of both anxieties and opportunities.
